Mobile and manufactured homes represent a significant portion of the housing stock in rural Central Texas. They are also among the most frequently purchased without a professional inspection, often because buyers assume that the inspection process does not apply to factory-built homes the same way it does to site-built construction.
That assumption is incorrect and can be costly. Manufactured homes have their own set of construction standards, installation requirements, and failure modes that differ from site-built homes but are no less important. The consequences of purchasing a manufactured home with undetected foundation problems, compromised structure, inadequate plumbing, or failing mechanical systems are the same as they are for any other property: unexpected repair costs, safety risks, and in some cases, an uninsurable or unsalable home.

These three terms are often used interchangeably, but they describe different types of construction and are governed by different standards.
A mobile home is a factory-built dwelling constructed before June 15, 1976, before the federal HUD Code for manufactured housing took effect. Mobile homes built before this date were not subject to federal construction standards and vary widely in quality, materials, and structural integrity.
A manufactured home is a factory-built dwelling constructed on or after June 15, 1976, in compliance with the U.S. Department of Housing and Urban Development (HUD) Manufactured Home Construction and Safety Standards. These standards govern structural integrity, fire resistance, energy efficiency, plumbing, and electrical systems. Manufactured homes built to HUD standards bear a red HUD certification label on each section of the home.
A modular home is factory-built in sections but is constructed to the same local and state building codes that apply to site-built homes. Modular homes are set on permanent foundations and are typically assessed and inspected under the same framework as site-built construction.
The distinction matters for inspection purposes because different standards apply, and the specific concerns an inspector should be looking for differ based on when and how the home was built.
The support system of a manufactured home is one of the most important and most frequently problematic areas. Unlike a site-built home on a continuous concrete foundation, most manufactured homes in Central Texas are supported on a pier and beam system, with the home resting on evenly spaced concrete blocks, steel piers, or a combination of both. The condition and spacing of these piers, the presence and condition of tie-down straps or anchors, and the condition of the steel chassis or perimeter frame are all evaluated during a manufactured home inspection.
In Central Texas, the expansive clay soils that cause foundation movement in site-built homes also affect manufactured home pier systems. Piers that have settled, heaved, or shifted out of level cause the home’s frame to rack, which leads to doors and windows that bind, drywall cracks, and in severe cases, structural damage to the floor and wall systems. A manufactured home that has not had its pier system inspected and re-leveled periodically is very likely to show some degree of settlement-related distress.
The tie-down system is also critical in Central Texas, where severe thunderstorms and the occasional tornado create real wind load demands. Missing, corroded, or improperly installed tie-down straps represent both a safety risk and a potential insurance issue.
The floor system in manufactured homes is a common source of problems and one of the first places an experienced inspector checks. Most manufactured homes have floor systems built with oriented strand board (OSB) or particleboard decking over lightweight wood framing, and these materials are significantly more vulnerable to moisture damage than the solid lumber used in site-built construction. Any moisture intrusion from roof leaks, plumbing leaks, or ground moisture that penetrates the belly board beneath the floor can cause rapid deterioration of the floor decking, leading to soft, spongy, or failing floor areas.
Soft spots in the floor are one of the most commonly reported issues in manufactured homes and are frequently observed in areas near exterior walls, under bathrooms and kitchens, and in rooms over the center of the home where the belly wrap has been penetrated for utility connections. Identifying soft spots during an inspection is important not only because floor replacement is expensive but because soft floors can indicate ongoing moisture intrusion that will continue to cause damage after any repairs are made.
The roofing systems on manufactured homes, particularly older models, are often lower-slope designs with shallower pitches than site-built homes. Lower-slope roofs are more susceptible to water intrusion, especially under the intense rainfall events common in Central Texas summers. Roof-over systems, where a new pitched metal roof has been installed over the original low-slope roof, are common on older manufactured homes and can be beneficial in terms of weather resistance, but they create a concealed cavity between the two roof surfaces where moisture, debris, and pests can accumulate unseen.
Manufactured homes built to HUD standards have electrical systems that follow a federal electrical code specific to manufactured housing, which differs in some respects from the NEC that applies to site-built homes. Inspectors evaluate the condition of the panel, the wiring methods used, the presence of appropriate circuit protection, and any modifications or additions to the original electrical system that may not have been done to standard.
Plumbing in manufactured homes frequently uses materials and configurations that differ from site-built construction. Polybutylene (PB) pipe, which was used extensively in manufactured homes from the 1970s through the mid-1990s, is a known failure-prone material that has been the subject of class action litigation due to its tendency to fail at fittings. Homes with polybutylene plumbing should be evaluated carefully for evidence of past or current leaks, and buyers should factor potential re-piping costs into their decision.
